An 8 second file shouldn't be a user's 1st submission, 10th submission, or 10,000th submission to TS regardless of who that person is, and unfortunately, that is due to the SP formula. I understand that you are trying to prevent sim nubs from gaming the system to shortcut their way to simfiler, but I don't really see the point. If a person steps a really good short song, and steps it well, then so what? Let them have a simfiler title. And if they disappear after gaining the title, never to step again...who cares? At the end of the day, the community gains another well-done stepchart.
You should be judging files based on merit. More generally, you can have a great 10 sec file, just like you can have a great 10 min file...it really depends on the stepping techniques employed and the style of the song. So, I don't think the problem is people submitting low-quality short songs, rather that they are submitting low-quality files, period. If those sub 1 minute songs were all really good, provided that they were not too short to be abused by the SP formula, then there probably wouldn't even be a discussion to make a rule like this. Like you said, people enjoy ichliebekase's short songs, and we'd miss out on one of her good charts had this rule been enforced earlier. That's why I think this rule is silly and pointless.
Another thing...don't extrapolate a single person's behavior to the rest of the community. Just because one person is a bad seed when it comes to submitting doesn't mean we have to make rules for everyone.
TL;DR: the rule should be no song under 40 sec allowed and that is strictly due to the SP formula. For short songs, you need to truly judge the worth of the file just like you would do any other song. They need to be purposeful, fun, engaging, and a solid interpretation of the music, just like a med length song or a long song.
